JOB DESCRIPTION

 

JOB TITLE:          Facilities Supervisor                                             GRADE:                                                                                               DEPARTMENT:    Public Works                                                             FLSA STATUS:           Non-exempt

GENERAL DESCRIPTION:  Performs difficult and complex technical work supervising and participating in municipal public works construction, maintenance, and repair activities by performing the following duties. 

 

ESSENTIAL JOB FUNCTION:

  • Assigns, supervises, and participates in the work of Public Works crews engaged in minor repair and maintenance of streets, sidewalks, and curb and gutter construction.
  • Assigns, supervises, and participates in the work of Public Works crews engaged in the installation and maintenance of water/sewer infrastructure such as sewer lines, water lines, fire hydrants, and water meters.
  • Read water meters when needed.
  • Assigns, supervises, and participates in the work of public works crews engaged in grounds maintenance, including mowing and seeding grass, planting and watering trees, shrubs, and other related activities.
  • Assigns, supervises, and participates in the work of Public Works crews engaged in the repair and maintenance of buildings and other public facilities; and performs general electrical, plumbing, carpentry, mechanical, and masonry work as needed.
  • Operates a backhoe and other heavy equipment, building shoulders, shaping road surfaces, moving snow, cutting grade from grade stakes, cleaning and grubbing, and other earth-moving operations.
  • Monitors work in progress to assure conformance with current practices and policies, making adjustments as necessary to personnel, materials, and equipment for each job assignment.  
  • Coordinates requests for special, emergency, and/or unscheduled work and supervises completion of the task.
  • Prepares and implements short and long-range maintenance and operational goals and programs.
  • Prepares reports as needed.
  • Maintains time and material records, prepares work summaries, and maintains work order system.
  • Maintains maintenance records including water and fire hydrant valve exercise programs, pressure testing and fire flow capabilities.
  • Provides input for budgetary purposes on equipment, replacement, and repair projects and priorities.
  • Conducts in-service and classroom training related to job safety and the use of specialized equipment and procedures.
  • Investigate customer inquiries/complaints.
  • Interprets policies to employees, and enforces safety regulations.
  • Responds to Town emergencies when necessary after regular work hours.
  • Serves as crew leader when needed.

  • Thorough knowledge of and experience in public works activities such as sewer and water infrastructure installation and maintenance, street maintenance and repair, and grounds maintenance.
  • Thorough knowledge of using specialized tools and operating equipment related to public works activities, including a backhoe and other motorized equipment.
  • Ability to make minor repairs and adjustments to various types of equipment.
  • Ability to read and comprehend maps and drawings pertaining to the town utility systems.
  • Thorough knowledge of the occupational hazards involved in public works maintenance and construction activities, and understanding the safety rules and regulations surrounding these types of activities.
  • Ability to identify problems, evaluate alternatives, and develop solutions.
  • Ability to plan, communicate, assign, and supervise the work of others.
  • Ability to understand and follow complex oral and written instructions.
  • Ability to communicate both written and oral on operational activities.
  • Ability to meet the public effectively.
  • Ability to work well with others. 

 

MINIMUM EDUCATION AND EXPERIENCE:  

High School diploma or any equivalent combination of education and experience and a minimum of 5 years’ experience in a responsible, supervisory role of a municipal public works operation.

 

SPECIAL REQUIREMENTS:  Possession of the following licenses, certificates, and/or registrations is required to perform the essential duties of this job. 

  • Valid driver’s license issued by the Commonwealth of Virginia.
  • Class A Commercial Driver’s License (CDL) issued by the Commonwealth of Virginia.
  • Obtain a pesticide license within 12 months of the hiring date.
